Activities of project team in Public Administration Institute under the President of the Republic of Tajikistan in August – September 2019

President of Republic of Tajikistan his Excellency Emomali Rahmon in opening ceremony of new building of Institute, where placed Computer Center and Center for disabilities.

During August 2019, our project team, as part of the ongoing project, carried out preparatory work to create a disability center at the Public Administration Institute under the President of the Republic of Tajikistan.

Under the leadership of the rector, we have prepared a documents and charter of the Center for disabilities.

Meetings and discussions were held with representatives of public organizations and staff of Public Administration Institute under the President of the Republic of Tajikistan in frame of DECIDE project issues.

Was created new list of the PWDs in the Institute.

Theme: New building of the Institute and new Center for trainings of PWDs:

President of Republic of Tajikistan his Excellency Emomali Rahmon in opening ceremony of new building of Institute, where placed Computer Center and Center for disabilities.

On September 1, the President of the Republic of Tajikistan opened the new building of Public Administration Institute under the President of the Republic of Tajikistan and visited the classrooms and working, educational premises of the new building. When visiting the new premises, he visited the Center that we established, where the leadership of our institute was informed about the creation of the new center and the implementation of the DECIDE project with the support of the ERASMUS + program. At the same time, the president approved our plans and recommended intensifying work in this direction.

At the same time, he recalled the signing of the CRPD Convention in New York on March 22, 2018 and President asked to work more effectively in this direction and also for ratification of this valuable document.

Right now the new building has railings, ramps and elevators.

After moving to a new building, we work closely with the educational department and department of social issues of the institute, conducting explanatory work with them on the problem of supporting disabilities in the educational and social environment of our institute. We have already planned the activities of assistants by students of groups where disabilities study.

Theme: future plan and creating of “Liaison officers”:

Zaynidin Mukhtorov (LEAR and trainer of DECIDE project) with staffs of Education Department: discussion theme: PWDs in education and public administration.

As mentioned our President in his official speech the Public Administration Institute under the President of the Republic of Tajikistan will be created as an Academy of Public Administration under the President of the Republic of Tajikistan. In this regard the leadership of the Institute is working underway to develop the structure of this Academy.

We held meetings with the vice-rector for academic affairs and the vice-rector for the educational issues, where it was about creating Liaison officers, who will arrange the social issues in the new Academy and work with PWDs.

The logo of Training and Rehabilitation Center for Persons with Disabilities

The charter of the Center for the rehabilitation and training of people with disabilities was prepared and the logo of the Center was selected.

Theme: Scientific work in frame of the DECIDE project:

Place: Dushanbe, Tajikistan.

Presented for publication is a scientific article entitled “The Legal Basis of working with disabilities”, which will be published in Number 3 of the scientific and practical journal “Public Administration”.

Theme: Preparation of manuals in frame of the DECIDE project:

Time: 20/08/2019 – 16/09/2019.

Place: Dushanbe, Tajikistan.

In this period also were collected materials on the preparation of manuals.

Were collected materials about rights of disabilities in Tajikistan and articles, facts.

Were translated materials about terms and features of disabilities.

Theme: Trainings for specialists and teachers of Public Administration Institute under the President of the Republic of Tajikistan.

Place: Dushanbe, Tajikistan. 

We are planning on September 30 to hold a training seminar with young officials and staffs of public administration spheres from various authorities within the framework of the ongoing project. At the same time, we regularly conduct explanatory work with public servants on the issues of comprehensive and proper coverage of PWDs and their involvement in the civil service.
